Scope of Work & Procurement Overview

IPPF Pacific Supply Chain Specialist Tender 2026: Health Logistics & Commodity Management Consultancy

INTRODUCTION

The International Planned Parenthood Federation (IPPF), a global healthcare provider and leading civil society advocate for sexual and reproductive health and rights (SRHR), gender equality, and humanitarian relief, officially published a competitive international Request for Proposals on 16 September 2026 seeking an experienced Supply Chain Specialist Consultant to lead supply chain architecture and health commodity logistics across the Pacific Island Region.

Delivering essential reproductive health commodities, life-saving medicines, clinical kits, and emergency supplies across the vast Pacific expanse represents one of the world's most intricate supply chain logistics challenges. Small island developing states (SIDS)—including Fiji, Solomon Islands, Vanuatu, Tonga, Samoa, Kiribati, and Tuvalu—face extreme maritime transport fragmentation, limited port infrastructure, frequent climate disasters (cyclones, tidal surges), long lead times, and fragile national pharmaceutical supply chains. IPPF is deploying a Senior Supply Chain Specialist to redesign inventory management, streamline regional warehousing hubs, implement digital track-and-trace systems, and strengthen last-mile clinic distribution.

With proposal submissions closing on 02 October 2026 at 23:59 Fiji Time, this high-impact consultancy presents an exceptional opportunity for senior healthcare supply chain consultants, pharmaceutical logistics experts, and humanitarian procurement firms. This comprehensive TenderMan procurement report delivers an in-depth analysis of the terms of reference, technical competency benchmarks, regional logistics hurdles, and winning proposal architectures.

ABOUT THE TENDER

The primary purpose of this international consultancy is to optimize, modernize, and de-risk IPPF's regional supply chain operations across Member Associations (MAs) in the Pacific. The consultant will conduct end-to-end diagnostics of commodity procurement, customs clearance, central warehousing, cold-chain integrity, and distribution to community health clinics.

The consultant will work directly with IPPF's Pacific Humanitarian Hub, national Ministries of Health, UNFPA regional offices, and local freight forwarders to formulate standard operating procedures (SOPs) for emergency pre-positioning of Reproductive Health Kits ahead of the upcoming Pacific cyclone season.

Additionally, the consultant will lead the capacity building of national supply chain officers, establishing digital stock-monitoring dashboards that prevent clinical stockouts and minimize pharmaceutical shelf-life expiries.
