The procurement aims to upgrade the existing obsolete analogue CCTV network to an IP-based, high-definition system capable of automated threat detection, high-resolution forensic recording, and real-time operator alerts. Sized at an estimated value of INR 30 Lakh, this contract represents an optimal project scale for regional electronic security MSMEs and IT system integrators. The procuring establishment manages a critical high-occupancy central government administrative and research campus housing offices, confidential data servers, sensitive laboratories, and public interface counters.

The procurement evaluation committee comprises senior telecommunication engineers, administrative directors, and security advisors who require high forensic clarity, reliable low-light image capture, automated vehicle logging, and strict data security compliance. The contractor will execute complete end-to-end delivery across the following five functional modules:

A. IP Surveillance Cameras Package

High-Definition Fixed IP Bullet Cameras (Outdoor): Minimum 5.0 Megapixel progressive scan CMOS sensor, True WDR (120dB), motorized varifocal lens (2.8mm to 12mm), smart infrared illumination up to 60 meters, H.265+ smart video compression, IP67 ingress protection, IK10 vandal resistance, and built-in surge protection (minimum 4kV).

Indoor IP Dome Cameras: Minimum 4.0 Megapixel resolution, fixed 2.8mm/3.6mm lens, 120dB WDR, integrated IR up to 30 meters, 3D digital noise reduction (3D-DNR), corridor mode support, and built-in microphone for audio capture.

Motorized Pan-Tilt-Zoom (PTZ) Cameras: Minimum 4.0 Megapixel resolution, 32x optical zoom, 360° continuous rotation, smart tracking of moving persons/vehicles, IR range up to 150 meters, defog feature, and electronic image stabilization (EIS).

B. Artificial Intelligence Video Analytics Engine

Perimeter Protection: AI-powered tripwire and line crossing detection, intrusion detection with human/vehicle target classification (filtering out false alarms caused by animals, leaves, or rain).

Vehicle Intelligence: Automatic Number Plate Recognition (ANPR) at entry and exit barrier gates supporting Indian license plate fonts, vehicle type classification, and blacklist/whitelist vehicle alerting.

Forensic Behavioral Analytics: Unattended object detection, object removal detection, loitering detection in restricted corridors, crowd density estimation, and camera tampering / lens occlusion alarms.

C. Video Recording, Storage & Management (VMS)

Enterprise Network Video Recorders (NVR): Minimum 64-Channel 4K NVR with redundant dual power supplies, hot-swappable HDD bays configured in RAID-5 array, supporting minimum 384 Mbps incoming bandwidth.
