Scope of Work & Procurement Overview
Comprehensive RFP for procurement, implementation, and 5-year managed service operation of an AI-driven Security Operations Centre (SOC), Threat Intelligence Platform (TIP), and Security Orchestration, Automation, and Response (SOAR) infrastructure for National Cloud Datacentres.

Who Can Participate? (Eligibility Criteria)
Officially Specified Conditions
- Bidder must be a company registered under the Companies Act 1956/2013 in India for at least 7 continuous years.
- Average annual financial turnover of at least ₹15 Crores during the last 3 financial years (2023-24, 2024-25, 2025-26), certified by a CA.
- Must have successfully executed at least 2 SOC setup contracts of minimum ₹10 Cr value each for any Central/State Government, PSU, or Scheduled Commercial Bank in India.
- Must hold valid ISO 27001, ISO 20000, and CMMI Level 3 (or higher) certifications on the bid submission date.
- Must have CERT-In empanelled personnel for incident response and red teaming assignments.

- MSME/Startup relaxations apply regarding prior turnover and experience subject to meeting quality and technical parameters as per DoE guidelines OM No. F.20/2/2014-PPD.
- Joint Ventures / Consortiums are allowed with a maximum of 2 partners, where the lead bidder must hold at least 51% equity.

Participation & Submission Guidelines
